Abstract

From the beginning of the “peace” negotiations between the paramilitary groups and the national government in 2004 to 2007, the forced displacements and deaths associated with the armed conflict have not subsided. These facts and previous positions demonstrate that the political path for conflict management and reparation for victims is subject to this ambiguity of “peace” negotiations in the midst of the conflict and to the contradictions of a reparation approach where the subjects of reparation are absent from the construction of such alternatives. In this document, three central aspects of this research are questioned: the first of them is the way in which the discourse of "transition" is added and instrumentalized to the long development that the discourses of peace and war have had in Colombia; the second refers to the relationship between social practices and public policies regarding the recognition and protection of victims of the conflict in Colombia, particularly forced internal displacement; The third responds to the concern about the novelty that the dispute over the right to reparation adds to the political treatment of a possible solution to the internal armed conflict in Colombia. This set of questions is based on the premise that behind every discourse, policy and norm associated with the reparation of damage caused by political violence or armed confrontation, there are disputes for recognition, conflicting visions of peace and war and an economy of visibilities that guarantee attention to certain types of victims and denial of many others.
