Abstract

This chapter aims to analyze the changing character and structure of nineteenth-century European international politics. The chapter concentrates on explaining peace rather than, as commonly happens, on explaining war. Peace is more artificial and demands more explanation. Wars sometimes just happen; peace is always caused. Moreover, understanding why the nineteenth century was more peaceful than any predecessor in European history helps illuminate why it ended in a war greater than any other.
