Abstract

When wars break out, societies are transformed: the initial actors diversify, the weak economy is transformed into multiple economies and illegal networks of consumer goods, arms, people and natural resources, and the violation of human rights is accentuated. If the difficulties are overcome and a stable peace negotiation and a verified disarmament process is reached, then comes the long and hard battle for the reconstruction of society. During war, violence becomes a way of life and survival. The effort to move from weapons to non-violent work; from imposition by force to consensus; from flight and hiding to living in freedom; and from the use of illegal to legal economy are some of the most conflictive aspects, as well as the relocation of displaced persons and the action of justice regarding the crimes perpetrated during the conflict. NGOs and international actors such as the UN play a crucial role in this process although stable reconciliation must be achieved by the essential protagonists. The work in this book is the product of two years of research conducted by the Center for Peace Research (CIP) with the support of the Spanish Agency for International Cooperation (AECI).
